"Frozen" layers are NOT regen'ed, so we don't know where the object is, so we can't clip the viewport. "Off" layers are still regen'ed, just not shown, so they are fine for clip boundary objects. The downside of this was the object HAS to be "elaborated" (regen'ed) in order for there to be a boundary to clip the viewport.
